Simple, compact and flexible.
A government building that serves as a base for "town development" that is close to the citizens.
Kama City, Fukuoka Prefecture, was formed in 2006 through the merger of one city and three towns. It is located almost in the center of Fukuoka Prefecture and is home to the source of the Onga River, the largest river in northern Kyushu.
The city opened a new city hall in March 2020, aiming to be "simple, compact, and flexible." A rich office environment has been realized in a compact building shape.
The construction process provides a guideline for solving problems common to local governments.

The new government building has a compact rectangular design. This government building is friendly to people and the environment, reducing energy costs by letting in natural ventilation through windows on all sides and controlling sunlight with a deep lattice-like outframe.

There is a general information desk (Sakura no Madoguchi) on the right after entering the main entrance on the 1st floor. Consultation counters are numbered and used in conjunction with guidance signs to improve ease of use for citizens.

An open citizen lobby space that has been named Sakura Street and is buzzing with activity. High side lights (tall windows) are installed on the top floor of Eco Void to promote natural ventilation.

A low-counter counter zone where it is easy to meet with citizens. There is also a meeting corner with round tables around the eco-void (atrium) on the left of the photo. The format is tailored to the needs of citizens, and they are able to respond courteously to consultations.

The waiting space in front of the Citizen's Division, which is often used by residents, has a floor made of cherry wood, the city's tree, to warmly welcome residents. The interior is made of exposed concrete and materials from Kama City, creating a sophisticated space.

Making building blocks using cedar scraps. Children can also use locally produced materials as play equipment.

The meeting room and meeting corner are located under the volume of the conference room, which is made of cedar wood from Kama City. The names of 157 hometown tax donors are engraved on the ceiling louvers. Many people visit the government building and take photos with their names engraved, creating a memorable and memorable space.

The assembly hall, which can only be used for a limited number of days a year, has a flat, flat floor with movable furniture. As a base for regional exchange, it is effectively used for a variety of events.

The universal plan office space can be used flexibly to suit business needs, improving work efficiency. The flat RC ceiling reflects outside light and contributes to reducing energy costs.

The universal plan adopted for the office space allows for flexible operation, allowing us to quickly reduce the number of seats and ensure social distancing as an infection control measure during the coronavirus pandemic. The space has a good view, and collaboration among staff and departments has become more active. I think this was largely due to the office environment survey we conducted at the initial stage of this project. This has helped improve work efficiency by stimulating communication and shortening travel distances. Even after the office opens, Itoki has set up a follow-up system, such as visiting the office many times to check on the situation, and I feel at ease because I can consult with them each time.
Comment
In order to realize the need for a "compact government building," we collaborated with Kume Sekkei at the initial stage of the basic design and conducted an office environment survey. As a result of initially building a database that served as the basis for the design, we were able to create a compact and rich office environment.
In order to realize a government building that strongly leads "town development" together with the citizens, we installed furniture made by a local joinery craftsman (Kama no Takumi) and lighting made by a local glass craftsman (Kama no Takumi). Another major feature is that it builds a space that incorporates strength and forms a local community.
In addition, by effectively utilizing cedar wood from Kama City, we are contributing to the environmental cycle, and by revitalizing forestry and related industries, we are contributing to the entire region. We created a counter using cedar wood from Kama City for the curtain board. The main feature is that it combines the texture of wood with colored panels made of felt material. Aiming to create a change in expression, the front and back of the color panel change color, the department number is expressed with laser edging, and it also has sound absorption properties suitable for a consultation desk. With an eye toward harmony with the architecture, we were able to create a counter that combines design and functionality.
